Below are actions for free dialup:

• At https://fsuid.fsu.edu accountList web page:
  If the user has a free dialup already, "* : This UCS / CARS account has a free dialup service. Instructions for configuring your dialup account." will be shown up on the page.
  Else if the user is eligible to signup for an FSU free dialup account. "You are eligible to signup for an FSU free dialup account. Please go to the Signup for Free Dialup Service page." will be shown up on the page with the yellow background text. The Signup link will open a page to signup.
• On the https://fsuid.fsu.edu Signup Free Dialup page:
  Ask for cars username and password. The password has to match the cars account password. Then create the free dialup account.
• At Helpdesk https://fsuid.fsu.edu/helpdesk account list web page:
  If the user has a free dialup already, "* : This UCS / CARS account has a free dialup service. Instructions for configuring the dialup account. " will be shown up on the page.
  Else if the user is eligible to signup for an FSU free dialup account. "[person's name] is eligible to signup for an FSU free dialup account. You can advise [person's name] to login to https://fsuid.fsu.edu. Then click on the "Signup for Free Dialup Service" link on the account list page." will be shown up on the page with the yellow background text.
